Commentary: Harsh discipline alone won’t help school bullies mend their ways

To rehabilitate bullies, traditional measures like detention and suspension aren’t effective alone. A more holistic approach that includes counselling and restorative actions is needed, says the National Institute of Education’s Cheung Hoi Shan.
